John, the leak you are experiencing has absolutely nothing to do with the needle valve and cage. The bottom end of the metering nozzle is immersed in the gasoline that is in the fuel bowl. It has to be that way in order for the carburetor to function. The only way the nozzle would not be immersed in fuel is IF THERE WAS NO FUEL IN THE BOWL, and of course then the tractor could not run. Is it possible that the leak is actually coming from the load adjustment screw? Did you replace the packing gland for the load screw? The ONLY other way that a leak could be coming from the clamp nut is if the fuel bowl is cracked in that area, in which case you need to find another fuel bowl.
