electronic issue with 404 tractor

Should I be able to see power through my continuity tester when turning over the motor with my probe stuck in the top of my coil where the wire would normally come out which goes to the distributor?I am trying to troubleshoot a problem with my 404 tractor. I think the coil is bad. I checked it with a continuity tester when I turn the key to the on position and I have power to both posts. I am not getting power to my spark plugs and I have tested the generator, battery, voltage regulator, and coil.
