valve lash/timing

I've got the old girl engine almost completed, but I'm a little unsure about a couple of things.

One is in the farmall manual I have it indicates that the valve timing should be .014 intake and .20 exhaust for engine with my serial number, and I've read different recommendations here on the site.

Can anyone give me some pointers on this? Also I can't seem to find any timing markers on the engine to match up with the pulley notches? Is there something I'm missing?
