Daniel: You speak of it running 15 to 20 minutes as long as there is enough time between those periods. How smooth does it run when it does run?
Sounds like the fuel system is sucking in air, while running. Then after it stops, if given time it will purge the air by graviety as the fuel tank is above the pump. If that is the case, the leak must be very close to the pump, even within the pump. The reason I say this, you don't mention having to bleed it to get it restarted. Quite often cracks in the fuel system can cause this, either lines, fittings, filter bases, even pump housing. I can tell you, some of these cracks can be hard to find, especially if it's small enough to suck air, yet not leak fuel.
One other thing could the return line from pump to fuel tank be plugged. I've never had this happen, thus I don't know the symptoms, but have noticed in discussion it causes problems. There are guys here on YT with this experience.
