Are you absolutely certain the top radiator hose is not leaking down the front of the head? Was the head torqued in sequence, from the middle out in several steps? Was the gasket checked to make sure it aligned with all the holes? I'd remove the gasket and inspect it carefully before replacing it. It may have a ding in one of the sealing rings, like from having a wrench dropped on it. If the gasket looks good, check to make sure you don't have a defective head: the machine shop could have milled through a previously sealed sand cavity. If you confirm you are getting no water into a cylinder you may get by with a good stop leak like Bar's Leaks. But it is a shame to do that on a new overhaul with no overriding necessity to get it running.
