Sounds like everything's wired up right. And by grounding the "F" terminal and getting a charge, that says the generator and the cutout relay inside the regulator are working OK. That pretty much confines the problem to either the wiring between the regulator and generator "F" terminals, or to the regulator relay itself. Suggest trying this (with all the wiring hooked up and the engine running at 1/2 throttle or higher): Temporarily jumper the "F" terminal AT THE REGULATOR to a good ground. If you still get no charge, replace the wire between the regulator and generator "F" terminals. If the jumper does get the system to charge, the problem's in the regulator relay. Try removing the cover and use some emery cloth to lightly clean the regulator contacts.
