Not that it matters, particularly, but I believe it's "phosphoric" acid... DO NOT brush off the gray stuff. That is the converted iron oxide (rust) that will protect the metal underneath. Prime and paint right over it. If it's really rough, and you need a smooth base for a finish paint job, as in on a hood, prime it with sandable primer and wetsand to a smooth surface.
