Purchasing Tractor parts over the phone

I just had a bit of a nightmare since purchasing a used tractor front end bolster part over the phone from a used Tractor parts supplier.The part came with the pin totally rusted up and when cleaned it was found to be in very poor condition.The loader attachment bolt holes were stripped.Also the part had been altered and consequently weakened by the removal of a section of casting in the front by someone possibly for better access to the pump. I purchased this part in good faith fully expecting the part to be in tact and in good used condition since the price was good.The supplier and I had communicated by phone several times prior to shipment trying to get the part match right for my tractor a John Deere 510. When the part arrived,I took the part to my local machine shop for cleanup. I needed the tractor and as a result,One new pin,and several thread repairs,and cleanup later drove my overall cost up considerably. I sent a fax to the supplier stating my displeasure and requesting a refund for my additional cost to repair but to date I have had no response from him. The bottom line with me now is that I will never purchase parts unseen again in the future in this manner.The old adatage "Buyer Beware" certainly applys here. My question: has anyone out there had a similar experience to this one and if so what safe guards should one take to avoid this type of purchasing disaster especially with the purchase of used parts? Perhaps developing a good list of guidelines to throw at these guys may be beneficial to all on this list.I look foreward to a good discussion on this topic.Please present your point of view!Thanks.
