Sediment bowl wont drain

The sediment bowl on my M wont drain properly.If I remove the fuel line and blow air back,it flows fime for a a little while.Thought it was the outlet on thetank,nope.Its clean.I can take the bowl off and get a good flow.Put the bowl back on and it stops,not just slows down.Loosening the gas cap makes no difference.Also,if I loosen the nut on the bottom of the bowl gas flows again but runs out of the top of the bowl.Suggestions
