1941 M going dead

My M is still having problems. It was dieing out as if starved for gas under a load. I just completed rebuilding the carb including a new float. I also installed an inline fuel filter and a new gasket in the site bowl. After starting the engine and adjusting the carb I was able to bush hog for about 10 min. before it started dieing out again, requiring me to pull the choke to get out of the field. I then pulled the cover off the govenor and found nothing that seemed out of the ordinary. But then again, this was the first time I've looked at a govenor on a tractor so I probably wouldn't know ordinary if it bit me. However the spring wasn't broken. Any Ideas as to what to check next?
