400-560 rear axle bearing updates

I'm in the process of putting the flat roller bearing updates in a 450D. The problem I'v run into, is that when the axle is in place, there is about a 1/16"-1/8" recession from the outside of the bull gear to the end of the axle so that the end of the axle and outside surface of the bull gear are not flush. When the retaining bolt and washer are tightened down on the axle, it puts a lot of preload on the inner bearing because the retaining bolt is pulling the axle inwards. I have the washer style race between the bearing and the bull gear, this is correct, right? I was wondering if any of you have any insight as to what is causing the axle end and bull gear not to be flush with each other. Thanks!
