Jon, their should have been a washer that sits into the one side of the bearing up against the bearing rollers and inside the roller retainer.
I myself always put some very sticky grease on edge of bearing and inserted the washer. That seemed to hold it, till the axle was pulled in. That I think is what is keeping you from pulling the axle flush with the bull gear. Good luck.
