How to prep for new paint?

Need some advice here... H is rusty, has green mildew, caked grease on engine and paint runs from earlier paint jobs. I checked a rental sandblaster... $140 per day including compressor. Sand is $7 per 100#. Looks like $250 or so to blast it. Must be a cheaper/easier way. Any ideas?
The tires are nasty, fluid leaks are eating the rims, the generator shop wasn't able to buy a new field coil and all the bolts are so tight, they won't budge. This is going to be a BIG and EXPENSIVE job!!! Anybody got a tip to share? Thanks, Johnny Angel, Crossville, TN
