IH 686 Tractor, Diesel late 60's Early, 70's

Should this tractor/loader be able to pick up a 1500 lb bale of hay? We can't seem to get the tractor to lift the bales. It will lift them about 3 feet off the ground and run out of hydraulic power. We just replaced the hydraulic pump and filter. It is full of fluid and not leaking anywhere outside of the tractor. What else could be wrong? It's using the tractor hyraulics.
