1971 IHC 454 Gas, 38 hp, loader, hydraulic questio

I have a 1971 IHC 454, 38 hp. gasoline tractor with front end loader. The loader dosent lift until the rpm is around 1500-1800 rpm. and then it is weak, no lifting capacity. I replaced the hydraulic filter today. This filter is located on the left side of the tractor just behind the foot rest and clutch below the parking brake. After replacing the filter it still dosent have much lifting capacity. There was alot of sluge inside filter cover, silver colored mud looking stuff, possiably gear or metal shavings ? but no less like mud or clay. The fluid looked black like dirty motor oil. My question is, the fluid used, is it the same heavy duty hydraulic fluid I use when I fill the hydraulic system ? Any suggestions on what I might try next ? Changing the fluid ?
