460 Diesel Hydraulic issue, again.

I have a 460 Diesel and have had some issues with the hydraulics but could always figure it out, until now. I have had many things apart and have replaced the hydraulic pump, not the power steering pump, and worked on the pressure relief safety valve which I actually just removed, and inspected these parts again yesterday and I don't think this is where my problem(s) are, everything seems to be as it should. I did however have a previous and solved issue with the orifice screen, was crushed and filled with crud, as This Tractor was parked for a while before I got it(not real long). I have changed the filter and fluid a few times and I have used the tractor with hydraulics for a while but it has really never worked to its complete potential and now I have what I think is a common connected issue that is affecting multiple things.
The major problems are, No Power Steering(P/S) and my lift wont go up unless it is unloaded, even if I stand on it it wont go up. When it is totally empty it will go up but it goes very slow and kind of hiccups or pulses on the way up, and I have to increase the idle to about 1200rpms to even get it to go up at all. One thing that strikes me as odd is if I put the lift all the way down or up and the pump goes to low pressure, I can get the Gage to go to 1400psi by moving the middle control lever(for the remote lines) with nothing connected to the remote lines. But, if I move the lift lever to the full up position so the pump normally would go to a full pressure mode, While its trying to go up I have no pressure on the Gage and if I move the remote lever then, I can't get that 1400psi anymore, like everything is in a bypass mode and wont go to a pressure mode like it should.
I have had hydraulics with everything just the way it is so I don't believe anything is out of adjustment. I have previously had the pressure, safety valve apart before and understand its purpose for the most part and I just removed it and expected the screen to be crushed and full of gunk but all looks to be ok. I am Just stumped.
I am thankful for any and all help. I will email people if they would rather go that route, or I will call them if they can help.
