I'd expect the resistor to measure a little less than 2 ohms but it doesn't matter -- most meters are not that accurate at that low of resistance. Your description of a small heating element is exactly what you should see inside of the resistor. Do you see a change in voltage when you move the engine (indicating that the points are opening and closing)?
If not, then the points aren't really closing and need replacement / adjustment.
If so, then I suspect your coil is bad. The coil should measure between .5 and 1 ohm on the primary side (between the connection for the wire from the resistor and ground). I think you'll find that the coil measures quite a bit more than 1 ohm. (If the coil measures something less than 1 ohm suspicion goes back to the wiring or the points again.)
