Farmall A Carburetor

I've exhausted my limited mechanical knowlege and it's time to ask the experts. I've got a 1940 Farmall A that has a zenith carburetor on it. The problem is that I can't seem to get the tractor to run unless the choke is almost completely out. Generally, doesn't that mean that the engine is starving for fuel? I've put in a carb kit, cleaned out the fuel line and taken the gas tank and sediment bowl off and cleaned them as well. Still, will only run with the choke almost completely out. What have I missed?
